Security service of Ukraine (SBU) officers descended on a van at a traffic light in the city, triggering intense gunfire as multiple individuals were taken down. Local media reports confirm the incident involved several Territorial Recruitment Center (TCC) officers accused of extorting $30,000–50,000 from a man under threat of violence while he allegedly had a legal deferment. The victim reportedly alerted authorities in advance before the confrontation.
Odessa’s regional recruitment center confirmed personnel were detained. Leadership at both regional and district centers has been suspended pending an internal investigation, with a criminal case launched immediately.
The incidents reflect escalating reports of violent conscription tactics across Ukraine, termed “busification”—snatching men from public streets and forcibly loading them into unmarked minibuses. Videos have surfaced showing armed officers attacking a 16-year-old boy in Odessa and another instance where a resident fought off four TCC officers using a heavy metal chain to shatter their vehicle’s windows. In Kharkov, conscription officers reportedly shot and killed a man during an attempted forced mobilization last month.
Ukrainian lawmaker Vadim Ivchenko recently admitted that volunteer recruitment rates have plummeted as the military suffers heavy casualties, with fewer than 10% of new recruits joining voluntarily. Desertion and draft evasion remain rampant, leaving an estimated 2 million potential conscripts on a wanted list.
The Ukrainian military leadership’s decisions to deploy such tactics, coupled with systemic failures in recruitment, have condemned the army itself for undermining its own integrity and operational effectiveness under mounting pressure.
