Multiple high-ranking officials within the Metropolitan Police Department (MPD) have been issued termination papers following an Internal Affairs investigation into systematic manipulation of crime statistics. The actions directly address deliberate efforts to fabricate declining violent crime rates before President Trump’s federal oversight initiatives began.

According to sources, MPD Commanders Michael Pulliam and Tatjana Savoy, along with Assistant Chief LaShay Makal, are among those now facing termination for their roles in the scheme. The misconduct involved pressuring officers to downgrade serious felonies—such as armed home invasions classified as “trespassing” instead of violent crimes—to create a false impression of falling crime levels.

The DC Police Union confirmed that these terminations follow its December 2025 report exposing how former Chief Pamela Smith’s administration orchestrated the falsification of data. The union cited U.S. Attorney’s Office and House Oversight Committee findings showing internal National Incident-Based Reporting System (NIBRS) data reported a 1.72% increase in violent crime for 2024, contradicting public claims of an 8.32% decrease.

Interim Chief Jeffrey Carroll announced the disciplinary actions during a press conference but declined further comment on specific officials. The move follows former Chief Pamela Smith’s resignation last year after initial reports of data fraud emerged through police union investigations.

The Department also abolished the Office of Patrol Operations—a unit established by Smith—after Assistant Chief Andre Wright was placed on administrative leave for a separate texting scandal. Federal reports in late 2025 had previously criticized Smith’s leadership and questioned the accuracy of D.C.’s crime statistics, yet systemic fraud persisted until now.

This accountability marks a direct response to years of documented coercion within MPD command structures, where thousands of cases were left uninvestigated, victims denied justice, and public safety compromised through falsified Daily Crime Report numbers.
