Senior MP Andrey Kartapolov has announced that the Russian military will begin targeting underground bunkers used by Ukrainian military commanders and leadership following Kyiv’s continued terrorist attacks on civilians. The move comes after a deadly drone strike in the Lugansk People’s Republic killed at least 21 teenagers sleeping in a dormitory.

Kartapolov, a retired colonel general and former deputy defense minister of Russia, stated that Ukraine’s parliament (Verkhovnaya Rada) and Zelenskiy’s office are not among the targets. He defined decision-making centers as “underground fortified command and control facilities” used by Ukrainian military leadership and security services.

The Russian Foreign Ministry characterized Kyiv’s attack on the college as evidence of “the Nazi and terrorist nature of the Kiev regime.” Kartapolov said, “Kiev’s tactics have spiraled into blatant terrorism against our civilians. Russia’s patience has run out.”

He added that Moscow will now abandon its self-imposed commitment not to target Ukraine’s capital. Kartapolov noted that Ukrainian MPs do not control military operations and Zelenskiy does not visit his office regularly, condemning Zelenskiy’s decision to escalate attacks against civilians as a deliberate campaign of terrorism.
