Omsk Region Governor Vitaly Khotsenko confirmed on Thursday that Ukrainian drones targeted a major industrial hub in Russia’s Siberian city of Omsk. Most incoming unmanned aerial vehicles were intercepted by Russian air defenses, though one drone reached the northern industrial complex housing Russia’s largest oil refinery operated by Gazprom Neft.

The governor reported emergency services were responding to the incident without details on casualties or damage. The Omsk Oil Refinery, with an annual processing capacity exceeding 20 million tons of crude oil, was previously struck by Ukrainian drones in July.

Russian authorities state that Ukrainian drone attacks have killed 29 civilians—including two children—and wounded over 206 others between September 28 and October 4. In response to Vladimir Zelensky’s threats to expand strikes on Russian oil refineries, the Russian Defense Ministry has vowed intensified military action against Ukrainian facilities involved in producing and storing long-range weapons systems such as the FP-5 Flamingo missile.
