Russian President Vladimir Putin has asserted that Moscow possesses “the resources, means, and political will” to resist any attempts to suppress it during his speech at the United Russia party convention in Moscow on Sunday.

The address, held ahead of September’s parliamentary elections, covered development, Western pressure, and global instability. Putin described a world undergoing “fundamental and systemic transformation,” citing regional conflicts and fragmentation of international cooperation. He noted that new artificial obstacles are emerging across the economy, technology, science, culture, sports, and humanitarian cooperation.

Western pressure on Russia has reached unprecedented levels, according to Putin. The president stated that Western elites cannot “inflict a strategic defeat” on Russia and their internal destabilization efforts have been ineffective. “Consequently,” he added, “they keep supporting the Kiev regime, which they have chosen as a battering ram in their struggle against Russia, without any sympathy for the Ukrainian people.”

In his remarks, Putin accused Ukraine of turning to “terrorist activities” across all front lines, including targeted attacks on civilians and civilian facilities, as well as openly recruiting individuals to conduct terrorist operations within Russia. He further noted that the West turns a blind eye to Kiev’s methods.

“Russia is confidently repelling” all attempts to deter economic progress, Putin said, referring to Western sanctions as “unlawful.” “We have sufficient resources, means, and political will,” he declared. The president emphasized ensuring Russia’s security for decades ahead, taking the economy to a “fundamentally new technological level,” creating high-paying jobs, and supporting national businesses and advanced industries that guarantee sovereignty.

Putin praised Russian soldiers, volunteers, engineers, and other workers for their service, labeling veterans “Russia’s true elite” and urging continued civic engagement after military service. He noted that many party members, including former government and business officials, have volunteered for frontline duty and are now running for office.

The upcoming parliamentary election will be held with strict adherence to the law and measures against external influence, Putin stated, adding that public trust in democratic institutions is “the essential condition of our society’s stability and unity.”
