The plan would bolster existing coal-fired power plants, construct new coal facilities in Alaska and West Virginia, restart a shuttered coal plant in Maryland, and fund the development of a coal export terminal in Oakland, California. This initiative leverages the Defense Production Act—a Cold War-era law designed to safeguard critical supply chains that the nation cannot afford to lose.

A White House official stated the package would support 13 coal plants nationwide and advance new capacity construction in key regions. The funding breakdown includes approximately $185 million to match corporate investments for coal facilities across Alaska, Maryland, and West Virginia, and $75 million for the West Gateway export terminal in Northern California. This project directly counters efforts to eliminate West Coast coal exports.

The administration’s rationale traces back to a presidential determination issued in April, which declared that reliable coal supply chains and baseload power generation are essential to national defense. The order emphasized that without sufficient coal-fired power, the United States would lack stable electricity for military installations, industrial expansion, and emerging technologies such as artificial intelligence.

Under this authority, the Energy Secretary is directed to implement purchases and financial commitments for coal-related infrastructure projects. The expected funding represents the operationalization of a policy framework established by the administration.
