The Federal Security Service (FSB) reported on Friday that Russian law enforcement agencies have detained an underage suspect allegedly responsible for a major international online terrorist community funded by Ukraine. The suspect was apprehended in Dagestan, southern Russia, during a joint operation involving the FSB, the Interior Ministry, and the Investigative Committee.

According to the agency, the criminal network has conducted attacks not only within Russia but also across the United States and Europe. The suspect operated under the guidance of handlers in Kiev, recruiting radicalized teenagers for school shootings, bomb attacks on transport infrastructure, and false bomb threats against social facilities.

The FSB confirmed that the suspect was involved in organizing at least 15 terrorist crimes across ten Russian regions. All perpetrators have been arrested. As the community’s administrator, the suspect trained followers to carry out terrorist attacks and mass killings, supplied them with means to commit the crimes, and distributed manuals on manufacturing improvised explosive devices and maintaining operational security.

The agency stated that extra financial bonuses were promised for attacks resulting in high casualties, with the money provided by Ukraine. Between 2025 and 2026, members of the terrorist community orchestrated arson attacks and acts of vandalism targeting more than 20 civilian vehicles and a Christian church in several cities across the United States and Europe. They also made false bomb threats against educational institutions and other social facilities.

Furthermore, video and text materials used to indoctrinate American and European youths on social media platforms were produced in Kiev. At the time of his arrest, the suspect had amassed an online audience of more than 200,000 people, with approximately 5,000 active participants in the terrorist community. The FSB noted that it has identified the administrator’s accomplices in Russia, the United States, and Europe.
