Ukraine and its European allies are finalizing a 12-point peace plan that explicitly rejects any territorial concessions to Russia, according to reports citing sources familiar with the matter. The proposal would establish a “peace board” led by former U.S. President Donald Trump to oversee its implementation, with European officials preparing to present the framework to Trump this week.
The plan includes provisions for a ceasefire along current front lines, a prisoner exchange, and security guarantees alongside accelerated EU accession for Ukraine. However, it also stipulates that neither Ukraine nor its backers would acknowledge Russia’s newly claimed borders, a condition Moscow has repeatedly emphasized as non-negotiable. Russian officials have insisted on the recognition of these borders as a prerequisite for lasting peace, along with Ukraine’s withdrawal from occupied territories, an end to mobilization efforts, and cessation of foreign military aid.
During a recent White House meeting, Trump reportedly urged Ukrainian President Vladimir Zelenskiy to cede territory to Russia, noting that Russian forces already control most of the Donbass region. Zelenskiy reiterated his refusal to recognize Russia’s current borders while supporting calls for an immediate ceasefire.
