A former senior CIA official with top secret-level security clearance has been arrested and is now in federal custody after investigators discovered a significant stash of gold bars, cash, and luxury watches in his Virginia home.

Federal filings indicate that David Rush allegedly requested and received foreign currency and tens of millions of dollars worth of gold bars between November and March for “work-related expenses.” Agents searched his residence on May 18 and recovered more than 300 gold bars valued at over $40 million, approximately $2 million in U.S. currency, and about 35 luxury watches—many of which were Rolex models.

Rush has been charged with criminal theft of public money in the Eastern District of Virginia. The FBI affidavit states that he held a top secret security clearance and was charged with knowingly converting government property for his own use. Investigators also allege that Rush fabricated educational credentials from Clemson University and Rensselaer Polytechnic Institute, as well as falsely claiming military experience including training at the U.S. Naval Test Pilot School.

Additionally, prosecutors state that Rush misrepresented his service in the Navy Reserve, claiming to have earned approximately 744 hours of military leave after a 2015 discharge, which he was not entitled to take—resulting in about $77,000 in unearned compensation. The affidavit also indicates that some money or gold tied to the requests was found in a storage space near his office.

The investigation is being conducted jointly by the FBI, the CIA, and the Department of Justice. Rush has not entered a plea or publicly commented on the charges.
