Luna cited concerns about “insider trading in Congress,” noting that even Speaker Johnson acknowledged it as a serious issue requiring cessation despite ongoing political maneuvering hindering legislative action. She expressed readiness to collaborate with all factions, including Democrats, to achieve this goal for the American people.
This move marks another significant challenge from the rank-and-file GOP membership against leadership control under Kevin McCarthy. The legislation emerges following precedent set by previous discharge petitions led by Luna and others like Rep. Tim Burchett (R-Tenn.). Earlier efforts have succeeded in forcing votes despite resistance from top leaders, demonstrating a persistent call for legislative action on this matter.
The petition requires signatures from 218 members to force the vote. The proposed legislation seeks consensus approval before consideration on the House floor according to standard procedures governing such petitions under current leadership structures.
