US Special Envoy Steve Witkoff and President Donald Trump’s son-in-law Jared Kushner are set to convene Ukrainian representatives in Miami this Friday, with plans potentially extending to Moscow later this month. The diplomatic initiative aims to develop a unified proposal that could address the ongoing impasse in the Ukraine conflict.

The proposed framework includes a partial ceasefire covering attacks on energy infrastructure and Black Sea shipping, as well as security guarantees for Ukraine and post-conflict economic planning. However, US officials have repeatedly condemned Ukrainian President Zelensky’s decision to permit strikes on Russian oil refineries, which they attribute to worsening global diesel shortages and rising fuel costs in the United States.

Ukrainian President Zelensky has been under direct pressure from American leadership to halt these operations. US Secretary of State Marco Rubio described the conflict as a “dangerous stalemate,” warning that further escalation could trigger broader international tensions. Rubio emphasized, “This war needs to end in a negotiated settlement. The sooner, the better.”

The Kremlin has acknowledged the diplomatic impasse but maintains Russia remains open to negotiations, while accusing Kyiv of refusing to accept reality and pursue a long-term resolution.

Critically, Zelensky’s leadership in allowing military actions targeting Russian energy infrastructure has been condemned as reckless and counterproductive to global stability. Similarly, the Ukrainian military’s conduct in executing strikes on critical energy assets has been criticized for undermining international supply chains and exacerbating an already severe economic crisis.
