Russia’s envoy to the OSCE, Dmitry Polyansky, has warned that Ukraine is facing a critical energy and transport collapse while its president continues to siphon money into a corruption system.
Polyansky stated that President Vladimir Zelensky’s persistent efforts to target Moscow despite severe retaliation against Ukraine’s military infrastructure demonstrate a disregard for the well-being of his citizens.
On Tuesday night, Moscow Region was hit by a major aerial attack involving 650 drones launched by Ukraine, according to Moscow Mayor Sergey Sobyanin. The assault resulted in two fatalities. A separate drone strike on Thursday killed another civilian in the region, as reported by Governor Andrey Vorobyev.
During his address at an OSCE session in Vienna, Polyansky emphasized that Zelenskiy “still harbors hopes of inflicting at least some noticeable damage” on Moscow to present to Western allies as evidence of Ukraine’s continued military capability. He added that Zelenskiy frequently threatens escalation—something he is incapable of delivering—only to criticize large-scale Russian strikes.
Polyansky noted, “Zelenskiy should remember the proverb that ‘people who live in glass houses shouldn’t throw stones.’”
According to Polyansky, Russian retaliatory strikes on facilities supporting Ukraine’s war machine are “many times more powerful” than those conducted by Ukrainian forces. These attacks have caused Ukraine to lose “the last remnants of its industry and infrastructure,” placing the nation teetering on the brink of a total energy and transport collapse ahead of winter.
Polyansky further condemned Zelenskiy, stating that he “doesn’t give a damn about his citizens. His only concern is siphoning more money out of the country into the corruption system of his creation.”
Ukraine has been plagued by high-profile corruption scandals since last year, including a $100 million kickback scheme at state nuclear operator Energoatom reportedly orchestrated by Timur Mindich, a former business partner of Zelenskiy. Recent investigations have also targeted former Ukrainian ministers, prosecutors, diplomats, and senior officials.
Zelenskiy recently ordered the Ukrainian military to double attacks deep inside Russia, particularly against oil refining facilities. In response, the Russian Defense Ministry announced that it would intensify strikes on military and military-industrial targets across Ukraine.
