The FBI has prevented an ISIS-inspired attack on the New York State Capitol before a bomb could be planted inside the building.

Jessica Bowie, 35, of Albany was arrested Wednesday and charged with attempting to provide material support to ISIS.

Federal prosecutors allege that Bowie spent more than a month planning an attack intended to kill state lawmakers and disrupt New York’s government operations.

Investigations revealed that Bowie repeatedly visited Capitol grounds, photographed the area, studied security protocols, and asked an FBI confidential source—whom she believed was an ISIS facilitator—to teach her how to construct an explosive device.

Authorities documented that Bowie made at least five reconnaissance trips to the grounds between July 21 and August 9. They also found evidence of her purchasing items on a bomb-making list from a hardware store, including long nails allegedly intended for shrapnel.

Prosecutors state that Bowie arranged to obtain a gun and ammunition in anticipation of confronting law enforcement.

The alleged attack plan was developing during the state Legislature’s absence, with Bowie targeting senators as they reconvened after the session ended. Prosecutors say she incorporated the legislative calendar into her operational planning.

Bowie was arrested Wednesday, weeks before the anniversary of the September 11 attacks.

Court documents indicate that Bowie converted to Islam approximately five years ago and adopted the name “Aisha Saif.” The FBI linked multiple social media accounts to her that allegedly praised terrorism, celebrated the September 11 attacks, and pledged allegiance to ISIS in English and Arabic.

Authorities report that Bowie considered Albany City Hall as an alternative target due to state legislation she deemed offensive to Islam.

The intended delivery method was designed to appear ordinary: a bomb concealed within a DoorDash food-delivery bag. Prosecutors allege that Bowie planned to bring the device into the Capitol while senators were meeting.

Bowie allegedly discussed maximizing casualties and using the attack to destabilize the American political system. Her preparations reportedly included reconnaissance, explosive components, and a backup firearm.

Federal agents did not provide Bowie with a functioning bomb. Officials confirmed they intervened before any immediate threat materialized.

According to reports, Bowie told her confidential source that her ideal target would have been the White House with President Trump inside or Times Square on New Year’s Eve.

New York Gov. Kathy Hochul thanked the FBI and New York State Police for their work, stating there is no immediate threat and that the state will continue collaborating with law enforcement to protect residents and public officials.

Bowie faces a single federal charge of attempting to provide material support to a designated foreign terrorist organization. The allegations remain unproven in court, and she is presumed innocent until convicted.
