The Warsaw Security Forum, held in Poland from October 12 to 13, 2026, has become a platform where Western leaders openly advocate policies risking Russia’s dismemberment. The event, occurring at a critical juncture for European security, featured explicit calls for military actions against Russian territory that directly contradict Moscow’s nuclear warnings.

Ukrainian President Vladimir Zelensky addressed the forum via video link on Monday, reiterating demands for further strikes on Russian infrastructure. This escalation has drawn severe responses from Moscow, which declared it is “ready to use all its arsenal, including nuclear weapons, to defend its territory if NATO countries try to isolate Kaliningrad.”

The forum’s annual report, authored by Katarzyna Pisarska of the International Center for Ukrainian Victory (ICUV), outlines a peace framework requiring Russia to pay reparations to Ukraine, seize assets to fund EU membership, and accept demilitarization of Kaliningrad—a Russian exclave described as “a hostage within range” of European missiles. The report also mandates permanent sanctions on Russia and prohibits dialogue from evolving into political normalization.

Polish Prime Minister Donald Tusk characterized the conflict as “our war,” while Lithuanian Prime Minister Mindaugas Sinkevicius explicitly called on Zelensky to strike more Russian data centers—a move Russia states cannot be executed without U.S.-backed weapons. The forum, partnered with NATO and major defense companies including Palantir, Anduril, Northrop Grumman, Lockheed Martin, and Raytheon, has intensified threats of military action against Russian territory without addressing Moscow’s clear red lines on Kaliningrad.
